Dorothy McCargo Freeman

Current work, research and interests
Dorothy provides administrative and programmatic leadership for the Extension Center for Youth Development and is responsible for Extension programs related to positive youth development. She works across colleges and in collaboration with the other Extension centers to target interdisciplinary programs to the public’s critical issues. Within the Center for Youth Development is the statewide 4-H program, for which Dorothy serves as director. Minnesota 4-H is the largest youth development program in the state. In addition, Dorothy ensures that the Center for Youth Development pursues scholarly efforts, including community teaching on positive youth development, and conducting relevant research.
Dorothy holds a Ph.D. in human development from Virginia Polytechnic Institute & State University (Virginia Tech). She brings to her work more than 30 years of working with staff, volunteers, and young people. Her research interest is the social and emotional development of young people.
Dorothy has served in multiple leadership roles throughout her career and in 2008 received the U.S. Air Force Recruiting Salutes Award, which recognizes individuals who have created a positive Extension image through leadership and citizenship as it relates to the development of the 4-H program. In 2010, Dorothy received the National Epsilon Sigma Phi (ESP) Distinguished Ruby Award, the most prestigious recognition presented by ESP, which recognizes a career of outstanding thinking, performance and leadership in Extension.
Dorothy gets excited about the influence positive youth development programs can have on the trajectory of young people. She has spent her career engaging young people in their own learning so that they may gain their own sense of hope, will, purpose, competence and fidelity.
