Syrphid fly (also known as hover fly or flower fly)

Flower Fly Size: Most are ¼ - ½ inch long with black and yellow stripes or bands
Where/When: Found around flowers or resting on foliage of plants. Commonly hovers when flying around plants and other objects. Active from spring through summer.
Significance: Feeds on pollen. Is an important plant pollinator. Cannot sting or bite people. Larvae are predaceous on aphids
