NEW FARM PROGRAM OPTIONS
FOR BASE ACRES AND PAYMENT YIELDS

BASE ACRE OPTIONS DESCRIPTION "DIRECT" PAYMENT YIELDS "COUNTER-CYCLICAL" PAYMENT YIELDS
OPTION #1
  • Retains all 2002 existing PFC Base Acres.
  • Adds no Soybean or Oilseed Base Acres.
  • Existing PFC Yields for Corn, Wheat, Barley, Oats, etc.


  • 1998-2001 "proven yields" or county "plug yields" x .78 for soybeans.
  • Existing PFC Yields for Corn, Wheat, Barley, Oats, etc.


  • 1998-2001 "proven yields" or county "plug yields" x .78 for soybeans.
OPTION #2
  • Retains all 2002 existing PFC Base Acres.
  • Adds a minimum of Soybean or Oilseed Base Acres, with no "PFC Offset."
OPTION #3
  • Retains some 2002 existing PFC Base Acres.
  • Adds a maximum of Soybean or Oilseed Base Acres, using a maximum "PFC Offset."
OPTION #5
  • Retains some 2002 existing PFC Base Acres
  • Adds Soybean and Oilseed Base Acres, somewhere between minimum and maximum, using a partial "PFC Offset."
OPTION #4
  • Eliminates all 2002 existing PFC Base Acres.
  • Establishes New Base Acres for eligible Program Crops, according to the four year average planted and prevented planted acres from 1998-2001.
  • Only option that allows "proven yields" to update "counter-cyclical" Payment Yields.
  • Only option on farms with no Program history.
  • Existing PFC Yields for Corn, Wheat, Barley, Oats, etc.


  • 1998 -2001 "proven yields" or county "plug yields" x .78 for soybeans.
  Yield Update Options:
  • "Direct" Payment Yield
  • 70% of the difference between the 1998-2001 "proven yield" and the "Direct" payment yield.
  • 93.5% of the 1998-2001 "proven yield."
  • NOTES: "PFC" refers to existing "Production Flexibility Contract" base acres and payment yields that are in effect with the 1996-2002 Farm Program.
  • A "PFC Offset", means that some existing PFC Base Acres are given up to add Soybean or Oilseed Base Acres.
  • Added soybean and oilseed base acres can not exceed 1998-2001 average planted acres.
  • The yield update option chosen for "Counter-Cyclical" Payment Yields in Option #4 must be used for all Program Crops.
