Jobs within the same classifications differ because of the departmental mission, purpose and culture they reside in. And, of course, jobs differ depending on your colleagues, supervisor, and the top management of that department. Each of us has different criteria for what we want in a job and each department has a different set of criteria it has to offer. A job description will never be able to give you all of that information.
Before you send in your application or resume, it's best to know all that you can about the job itself and the needs of the department it resides in. To be best prepared to apply for a job, one needs to find out more about the job itself, more about the department it resides in, and as much "insider information" as you can by connecting with knowledgeable employees already working there. If you can't find all of this out before you need to apply, get as much as you can. If you are chosen for an interview, you can always gets more.
