There are several points when a candidate's knowledge of a department is handy: before candidates apply for a job, before they interview, and before they accept a position. Some things about a department are important at all times, some are only important when/if it comes down to accepting a job.
Candidates often wonder who else they will be working with if they take a new job. They wonder about who the supervisor will be, and what that supervisor's style will be. They wonder about the top management and their priorities. They wonder what the department's physical location is like, and what the "culture" is all about.
